## Purpose

Unlike the constitutional corpus, the Preservation Series consists of institutional publications.
They create no authority.

Their purpose is to make Project Garuda understandable, teachable, and enduring.

Historians do not study civilizations by reading every government record. They read constitutions,
maps, timelines, letters, atlases, and histories.

Book One records the history. The Preservation Series creates the artifacts that help people
navigate it.

Following completion of Volumes I–V, the First Edition Editorial Pass presents the completed
Preservation Series with clarity, consistency, and craftsmanship appropriate for a permanent first
edition.

**Status:** Complete (First Edition) — charter, workflow, checklist, and completion declaration recorded.

The editorial pass shall:

- preserve meaning and canonical authority,
- improve readability and presentation only,
- maintain a unified voice across all volumes,
- distinguish editorial voice from institutional voice.

Book One remains frozen for the First Edition. Future editorial refinements require a subsequent edition.

## Institutional Note

The first constitutional epoch did not end with the last constitution. It ended when the institution
became capable of preserving its own wisdom.

The Preservation Series continues that work.
